About this Seminar:

Since the Inaugural Annual Construction Law Updates seminar in January 2011, SCL (Singapore) has organised an annual update which has been well-received as a key landmark in each year's construction law-related training calendar. SCL (Singapore) is pleased to present its must-attend annual overview of key legal issues affecting the construction law industry in Singapore this past year.

Our distinguished speakers, Mr. Mohan Pillay and Mr. Paul Sandosham, will discuss the recent developments in adjudication under the Security of Payment (SOP) Act and other developments in construction law and recent cases in Singapore.

About the Speakers: 

Mr. Mohan Pillay – Managing Partner, MPillay; Joint Head of Office, Pinsent Masons MPillay LLP

Mohan is the Managing Partner of the Singapore law firm MPillay and Joint Head of Office of the Singapore Joint Law Venture of Pinsent Masons MPillay LLP. He is a Singapore and UK qualified dispute resolution lawyer with nearly 30 years’ experience in advisory, commercial litigation and regional arbitration work, particularly in construction and engineering projects.

He is a Chartered Arbitrator and the first Review Adjudicator appointed under the adjudication regime in Singapore. He is currently the Co-Chair of the Dispute Resolution & Arbitration Committee, Inter-Pacific Bar Association (IPBA).  His past appointments include President of the Singapore Institute of Arbitrators, Chair of SCL (Singapore) and the International Construction Projects Committee, IPBA, as well as teaching appointments as Adj. Assoc. Professor, Faculty of Law, National University of Singapore (2003 - 2011) and Visiting Professor, Centre of Construction Law & Dispute Resolution, King’s College London (2005 – 2011).

Mohan is a General Editor of the Singapore Construction Adjudication Review and the Singapore Journal of Construction Law, and co-author (with Toh Chen Han) of “The SICC Handbook – A Guide to the Rules and Procedures of the Singapore International Commercial Court” (Sweet & Maxwell, 2016). 

Mr. Paul Sandosham - Partner, Clifford Chance; Chartered Arbitrator, FCIArb, FSIArb

Paul Sandosham is a partner in the Litigation and Dispute Resolution practice of Clifford Chance and heads the Energy, Infrastructure and Resources (Disputes) practice for S.E Asia. He is admitted to the Singapore Bar and is on the roll of solicitors of England and Wales. He is a Chartered Arbitrator and a Fellow of both the Chartered Institute of Arbitrators (FCIArb) and Singapore Institute of Arbitrators (FSIArb). Paul acts as counsel in court and international arbitration proceedings in disputes arising out of complex construction and infrastructure projects. Paul has advised on a multitude of projects and disputes that have arisen across numerous jurisdictions including Singapore, Malaysia, Indonesia, Thailand, Brunei, Vietnam, India, Lao PDR, Philippines, UAE, Qatar, Bahrain, KSA, Mauritius, Maldives, Tanzania, Nigeria, China, Mongolia, Turkey and Papua New Guinea. Paul is on the panel of arbitrators of SIAC, KLRCA, DIAC, PIAC and BANI sitting as sole arbitrator and tribunal chairman. He is a director of CIArb Singapore and has served as Vice-Chairman, Honorary Secretary and Treasurer of SCL Singapore. Paul is a co-Vice Chairman for International Arbitration in the Law Society’s ADR Committee. Paul is recognised as a leading dispute resolution and construction lawyer and has been commended in numerous prominent legal publications including Chambers Global & Asia Pacific, The Legal 500: Asia Pacific, Europe, Middle East & Africa, Global Arbitration Review’s 100, Who’s Who Legal The International Who’s Who of Business Lawyers, Euromoney's Guide to the World's Leading Construction Lawyers, IFLR 1000 Energy and Infrastructure, Experts Guides Commercial Arbitration & Energy and Asian Legal Business. 

About the Chairperson:

Mr. Alex Wong – Chairman, Society of Construction Law (Singapore); Partner, Hogan Lovells Lee & Lee, Singapore

Alex is a Partner in Hogan Lovells Singapore office and a member of the Infrastructure, Energy, Resources and Projects practice. Respected by clients and recognized as a leading lawyer by independent industry publications such as Asia Pacific Legal 500 and IFLR1000, Alex has more than 18 years of experience advising on construction, infrastructure, energy and natural resources, PPP and government procurement projects in Singapore and across Asia. Alex speaks and writes regularly on a wide variety of infrastructure law related topics, including a chapter to a book endorsed by the Lee Kuan Yew School of Public Policy in Singapore titled “Water Governance – An Evaluation of Alternative Architectures”.

Alex is the Chairman of the Society of Construction Law in Singapore. He is also an adjunct professor for law of project finance at Singapore Management University. He is admitted to practice in Singapore and England and Wales.
