SCL(S) has embarked on a new programme ‘Construction Expertise 101’ as an expansion and diversification from its highly successful Engineering 101 course (2010-2015) to provide basic understanding and appreciation of the key disciplines in the Singapore construction industry.  This Modular programme will be conducted over 5 evening sessions with the following specific disciplines covered in each of the 2 years:

During the 1st year (2017): In the 2nd year (2018):

2. Land Surveying 7. Civil & Structural Engineer and Geotechnical Engineer
3. Building Contracting 8. Mechanical & Electrical Engineer
4. Quantity Surveying 9. Building Surveyor

Participants may choose to attend ALL 5 evening modules in 2017 at an attractive discount or one or more modules corresponding to specific disciplines (please refer to the Registration section on page 3 for pricing details).

About the Speakers:

Session 1 (21 March 2017): Land Surveyor – Mr. Loi Hwee Yang, Surveyor, H Y Loi Consultants

Mr Loi graduated with a Bachelor of Surveying from the University of Newcastle (Australia) in 1980 under a Colombo Plan Scholarship. He has served in the Ministry of Defence as Head of Survey Branch before leaving for the private sector in 1991. He is a Registered Surveyor in Singapore and is the proprietor of H Y Loi Consultants, a land survey firm. He serves as a member of the Land Surveyors Board (Singapore) since 2009. He has been the President, Land Surveying, Singapore Institute of Surveyors & Valuers since 2009.During his tenure, he has spearheaded programmes in education in Land Surveying to resolve prevailing manpower issues and to raise the competence level in the practices. He also rallied the fraternity and the authorities to work together to raise the service levels to serve the community better and to ensure the continued progress of land surveying practices.

Session 2 (23 March 2017): Building Contractor – Mr. Matthew Minuzzo, Pre-Contracts Manager SEA, Leighton Asia

Matthew is a construction professional with Leighton Contractors (Asia) Limited. He is currently engaged as Technical Manager in the Singapore office. 

Matthew has an extensive background in the engineering and construction Industry in Singapore. Resident in Singapore since 1993, his experience encompasses significant roles in design, construction and claims management of numerous major projects. He is certified as a Professional Engineer by the Professional Engineer's Board, Singapore, holds a Master's in Construction Law and Arbitration and has broad experience across most segments of the industry.

His background and experience includes extensive periods focused on tunneling and underground works and has equipped him with a solid foundation in the geotechnical behaviour of Singapore ground conditions. 

Matthew's extensive technical background coupled with his project management and commercial experience provides him with the expertise to take a leading role in any major, complex and challenging infrastructure or commercial project.

Session 3 (28 March 2017): Architect – Ms. Catherine Loke, Partner, Lander Loke Architects

Catherine Loke obtained her Bachelor of Planning & Design in 1989 and Bachelor of Architecture (Hons) in 1992 from the University of Melbourne. During the course of her career, she has worked briefly in Melbourne & Kuala Lumpur, and in Singapore since 1993. She has been a Registered Architect since 1998 and partner in Lander Loke Architects since 1999. 

She currently serves on the Council of the Singapore Institute of Architects (SIA), Chairman of the Small & Medium Architectural Practices Committee, Chairman of the SIA Minor Works Contract Working Group and Chairman of the Architects' Appointment Committee, and regularly speaks on practice and building contract matters at the annual SIA Practice Convention and SIA Continuing Professional Development seminars. She was also a member of the BCA BIM Legal & Contractual Workgroup in 2013. She has served as an Examiner on the Board of Architects Professional Practice Examination Panel since 2011 and as Chairman of the Panel of Examiners since 2014, responsible for examinations under Section 15. -(2)(a)(ii) of the Architects Act. 

She also served as an External Examiner for the Master of Architecture programme, Architectural Practice 1 & 2, at the National University of Singapore from 2013 to 2016. In 2011 and 2012, she was the Facilitator of the SIA Minor Works Contract Working Group which undertook a comprehensive review of the SIA Minor Works Contract First Edition 1987, resulting in the publication of the SIA Articles and Conditions of Contract for Minor Works 2012 in December 2012. As a practitioner, she believes in architecture as a holistic endeavour and is committed to giving her personal attention to projects undertaken by her firm from design all the way to handover.

Session 4 (30 March 2017): Quantity Surveyor – Mr. Colin Kin, Joint Managing Partner, Rider Levett Bucknall LLP

Colin’s 27-year career in the industry has been characterised by very large, fast track and challenging projects including the HK Convention Centre, the HK IFC building and the Venetian Resort in Macau. He was the leader of consultant team appointed by the HK Airport Authority to review, assess and settle the HK International Airport Passenger Terminal Building Arbitration/Dispute.
RLB’s involvement in assessing both time and quantum was a major factor in bringing this difficult and complex dispute to a satisfactory conclusion.
Colin joined the RLB Singapore practice in 2007 as the QS Project Director for the MBS IR Project. He was involved from day one through to final account settlement and together with the Project Team, was instrumental in ensuring that the project that was completed on time and within budget. He was involved in defending the Clients position for the four largest Adjudications in Singapore on the MBS project, which were largely centered on Loss and Expense, Prolongation and Concurrent Delay Claims.

Session 5 (4 April 2017): Construction Claims Consultant – Mr. Rodney Martin, CEO, Charlton Martin Group

Rodney is Chief Executive of the Charlton Martin Group, having previously been employed as Group Regional Director and Senior Vice President of two major contracts consultancy groups in the Asia Pacific Region. Of his 29 years of experience, 19 have been at senior level in this region. Additionally, Rodney has worked for many clients in Europe, Africa, the Middle East, and India. Rodney holds dual qualifications in quantity surveying and law and as a chartered quantity surveyor is a specialist in construction contract consultancy providing professional and technical advice to clients relating to contract documentation, contractual claims, dispute avoidance and resolution. He is an accredited mediator, panel arbitrator and panel adjudicator with the Kuala Lumpur Regional Centre for Arbitration and is an experienced speaker within the region. 

He is a Fellow of the Chartered Institute of Arbitrators as well as both the Malaysian and Singapore Institute of Arbitrators. Rodney has been appointed as Expert Witness on matters relating to quantum and has acted as lay advocate in arbitration proceedings. Rodney has also been appointed as an arbitrator, mediator, adjudicator and Dispute Adjudication Board member in Malaysia. He has lived in Kuala Lumpur since 1997.
