About this Seminar:
The exponential increase in infrastructure projects spending in Asia points towards a rising trend for larger and more complex disputes in the sector. The Singapore dispute resolution ecosystem allows for customising modes of dispute resolution to suit the needs of a project. In this regard, the Singapore Infrastructure Dispute-Management Protocol (SIDP) is intended to proactively manage differences to prevent them from escalating into disputes, and minimise the risks of time and cost overruns. Parties will from the start of the project appoint a Dispute Board comprising up to three neutral professionals who are experts in relevant fields such as engineering, quantity surveying and law. The Dispute Board follows the project from start to finish and proactively help to manage issues that may arise, through a range of customised dispute avoidance and resolution processes.

About the Speaker:

 
Mr Chow Kok Fong - Chartered Arbitrator
Chow Kok Fong is a Chartered Arbitrator and also practises as a mediator and adjudicator. He was previously CEO of Changi Airports International and of the Construction Industry Development Board and has held many other senior appointments with several large real estate and construction companies. He has presided as arbitrator and mediator on matters from the SIAC, SMC, ICC, AIAC and HKIAC.Chow Kok Fong is a Chartered Arbitrator and also practises as a mediator and adjudicator. He was previously CEO of Changi Airports International and of the Construction Industry Development Board and has held many other senior appointments with several large real estate and construction companies. He has presided as arbitrator and mediator on matters from the SIAC, SMC, ICC, AIAC and HKIAC.
He is Founder President of the Society of Project Managers and past Chairman of the Society of Construction Law. Currently, he chairs the Construction Adjudicators Accreditation Committee of the Singapore Mediation Centre and is also on the Board of Directors of both the Singapore Mediation Centre and the Singapore International Mediation Centre.
He has authored 18 books including the two-volume work Law and Practice of Construction Contracts (now in its 5th edition 2018) and Security of Payments and Construction Adjudication (1st and 2nd editions). On 1 November 2013, he was awarded the quinquennial Singapore Academy of Law Award 2013 for contributions in promoting and advancing the development of Singapore law. In 2018, he was conferred a National Day Award for services to the Singapore Academy of Law.

Kelvin Aw is a Director in CMS Holborn Asia. He represents clients in their transactional and contentious matters in the construction, engineering, and infrastructure space. In a typical project life cycle, he advises on front-end structuring, procurement and disputes avoidance and resolution. He represents clients in large-scale development matters not only in Singapore but also in China, India, Malaysia, Indonesia, the Indo-Chinese region, and the Middle East.Kelvin Aw is a Director in CMS Holborn Asia. He represents clients in their transactional and contentious matters in the construction, engineering, and infrastructure space. He is also recommended as a Dispute Resolution Star for construction and international arbitration by Benchmark Litigation since 2018.
He is a Senior Accredited Specialist for Building and Construction recognised by the Singapore Academy of Law, a fellow of the Singapore and Chartered Institutes of Arbitrators, and a Senior Adjudicator with the Singapore Mediation Centre.
