About this Seminar
In this year’s iteration, SCL (Singapore) continues to broaden its traditional geographical focus and presents its annual round-up of key legal issues affecting the construction law industry in Singapore. The importance of keeping abreast with these legal developments needs no explanation.
We have the pleasure of having two eminent construction law practitioners, Mr Edwin Lee and Mr Daniel Waldek, as our distinguished speakers.
Mr Edwin Lee will provide an overview of the recent developments in adjudication under the Security of Payment (SOP) Act and the latest construction law cases in Singapore over the past year.
Mr Daniel Waldek will provide a review of the English construction law developments and decisions elsewhere in the common law world that may be particularly relevant to Singapore.

About the Speakers:
Mr. Edwin Lee Peng Khoon – Senior Accredited Specialist (Building & Construction), SAL, Partner, Eldan Law LLP
Edwin Lee is accredited by the Singapore Academy of Law as a Senior Specialist in Construction Law. He was cited as a leading Singapore construction law practitioner in Euromoney’s Guide to the World's Leading Construction Lawyers (2017), and as a distinguished practitioner in AsiaLaw (2021). Edwin is the Deputy Chairman of the SMC’s Construction Adjudicator Accreditation Committee. He is also an accredited adjudicator in Malaysia. Apart from his active legal practice, where he has argued many of the leading construction cases, Edwin is also an Adjunct Associate Professor with the National University of Singapore, Adjunct Assistant Professor with the Singapore University of Technology and Design, and a trainer for the BCA on Construction Law. Edwin co-authored the books Confidentiality in Arbitration (2007) and Amendments to the SOP Act (2019), and is the author of Building Contract Law in Singapore (2016, 3rd Edition). He is also Singapore Academy of Law’s construction law editor for their online journal SAL Practitioner. |
Mr. Dan Waldek – Partner, Herbert Smith Freehills LLP
Dan specialises in construction, energy, and infrastructure disputes in the Asia Pacific region. He has acted as counsel in arbitrations relating to onshore and offshore oil and gas projects, pipelines, major petrochemical developments, renewable and conventional power projects, as well as road, rail, water, airport and urban development projects. Dan has advised on complex claims under a large range of construction contracts design and build, turnkey, EPCIC and EPCM arrangements, as well as production sharing contracts, offtake and feedstock supply agreements, and concession agreements. Dan regularly appears as counsel and advocate in arbitrations under a range of institutional rules and in ad hoc arbitrations. Dan also advises on arbitration related court proceedings including jurisdictional challenges, set aside applications as well as enforcement proceedings. Dan has also been appointed as arbitrator by institutions such as the SIAC. |
About the Chairperson
Ms. Moon Kua – Associate Director, Driver Trett; Chair, Society of Construction Law (Singapore)
Moon is a qualified quantity surveyor with over 20 years of professional experience in the construction industry. She has gained sector experience across rail, integrated resorts, commercial and residential buildings, healthcare and power generation projects. She is actively involved in both live projects and dispute resolution throughout her career. Moon has managed commercial teams on large-scale projects. She is experienced in preparing and defending substantial claims on different issues and advises on contract and commercial issues on live projects. She provides expert support in all dispute forums and has been instructed as an expert witness on quantity surveying matters. Moon is a Fellow of both the Singapore Institute of Arbitrators and the Chartered Institute of Arbitrators. |
