About the Speakers:

Mr. Ang Wee Jian - Partner, Pinsent Masons MPillay LLP

Ang Wee Jian Wee Jian is an international disputes lawyer, specialising in construction and energy arbitration and litigation. He primarily acts as counsel in international arbitrations & dispute board proceedings. His matters arise from major infrastructure projects such as railways, roads, combined cycle power plants, ore process plants, tourism developments, wind farms, solar plants, and data centres, across various parts of the world, including Africa, Europe, India, Malaysia, Pakistan, Russia, Saudi Arabia, and Taiwan. Wee Jian also has significant experience in project delivery and risk assessment and mitigation. He routinely collaborates with technical and foreign law experts across multiple jurisdictions, and advises on a range of construction-related issues regarding FIDIC clauses, completion, time and cost claims, fitness for purpose, ground conditions, bonds, and termination etc. Wee Jian is an Advocate and Solicitor of the Supreme Court of Singapore. He is amongst the inaugural batch of Singapore-qualified lawyers recognised in 2018 as an Accredited Specialist in Building and Construction Law. He sits on the SIArb Committee (Young Practitioners Network). A recipient of the Singapore Academy of Law Post-Qualification Overseas Attachment Scholarship, Wee Jian has worked in a leading set of barristers’ chambers in London.

 

Mr. Rob Palmer – Partner, Ashurst LLP

Rob Palmer Rob Palmer is a Partner in Ashurst's dispute resolution team and former Managing Partner of Ashurst's Singapore office. 

Rob has been based in Southeast Asia since 2003 and has lived and worked throughout the region. He is listed in legal directories - including Chambers Asia-Pacific/Global, Legal 500 Asia-Pacific, Best Lawyers, Who's Who Legal, and Expert Guides - as one of Singapore's leading arbitration lawyers, with particular expertise in resolving complex energy and construction/infrastructure disputes. Legal 500 Asia-Pacific (2023) notes that he is "recognized as one of the top construction dispute lawyers in Asia".

 

Mr. Kelvin Teo – Director, Drew & Napier LLC; Hon. Assistant Treasurer, Society of Construction Law (Singapore)

Kelvin Teo Kelvin specialises in resolving complicated infrastructure, energy and resource disputes. Kelvin’s practice focuses on renewable energy projects and sustainability. His sector expertise covers a variety of renewable projects such as solar, offshore wind, hydropower and geothermal projects. Kelvin’s experience also covers nuclear power plants, refineries, mines, railways and expressways; civil works such as buildings, factories, soil remediation and foundation works, and even giant Ferris wheels. He has advised parties and projects in Singapore, France, Korea, Greater China, Middle East, Mongolia, Taiwan, Italy, Laos, Philippines, Indonesia, Malaysia, Thailand, Vietnam, US, Italy, and India, amongst others. Kelvin is a Fellow of the Singapore Institute of Arbitrators and sits as an arbitrator and is experienced in advocacy across the entire spectrum of dispute resolution - arbitration, adjudication, mediation, expert determination and evaluation, and litigation, both within and out of Singapore. Kelvin is also a thought-leader on construction law and arbitration practice issues.

 

About the Chairperson

Mr. Ashok Kumar Rai – Associate Director, Cairnhill Law LLC; Council Member, Society of Construction Law (Singapore)

Ashok Ashok is a seasoned construction litigator and qualified arbitrator. He has represented a wide spectrum of clients in the construction industry – from developers to main contractors and consultants. Ashok’s experience includes acting as lead counsel both in arbitrations under the ICC and SIAC rules and adjudications conducted under the Building and Construction Industry Security of Payment Act. Ashok is a Fellow of the Singapore Institute of Arbitrators and is currently serving as the Assistant Honorary Treasurer in the Council of the Singapore chapter of the Society of Construction Law.
