About this Seminar

This seminar delves into the complexities of financial distress within the construction industry. From schemes of arrangements to liquidation, the speakers will cover the gamut of options available to construction companies in distress and the effectiveness of different strategies. Debby and Chee Wei will explore case studies from their respective practices and present insights relevant to the construction space.

About the Speakers

Ms. Debby Lim – Partner, Dentons Rodyk & Davidson LLP

 
Debby Lim is the deputy head of Dentons Rodyk's Restructuring, Insolvency and Bankruptcy practice group. She has a broad commercial practice with overlapping strengths in banking and finance disputes, insolvency and restructuring, domestic and international arbitrations. She has also acted in construction and property-related disputes as well as shareholder disputes. She focuses on all areas of contentious insolvency, asset recovery work (including major commercial disputes), fraud and investigations. These often involve complex and multifaceted litigation in the aftermath of cross-border corporate collapses. Debby also has significant experience in restructuring and non-contentious insolvency work. She has been involved in precedent-setting matters which impact the way the industry handles similar matters moving forward. Debby has been noted as a leading lawyer in many publications including Chambers Asia, Legal 500 and Who’s Who in Legal Restructuring & Insolvency.

Mr. Seah Chee Wei – Director, Rock Stevenson Pte Ltd

 
After graduating from NTU in 1996, Rick joined Ernst & Young as an external auditor for 2 years and then began to specialize in corporate restructuring assignments for about 9 years. When he left Ernst & Young in 2007, he was appointed the financial controller of a SGX-listed company and he subsequently became the finance director of 2 advertising firms under the wellknown multinational WPP Group for a period of about 3 years. He later joined RSM Chio Lim Stone Forest to perform corporate and individual insolvency assignments for a period of about 5 years. In 2016, Rick started his own practice offering corporate restructuring, insolvency and mediation services. He has performed liquidation on certain notable construction companies such as Hock Guan Cheong Builder Pte Ltd, Lim Keenly Builders Pte Ltd, Richlink Builders Pte Ltd, RI Dong Corporation Pte Ltd and Wan Sheng Hao Construction Pte Ltd. 

 

About the Chairperson:

Mr. Chan Yong Neng – Partner, Pinsent Masons MPillay LLP; Council Member, Society of Construction Law (Singapore)

Yong Neng is a Partner with Pinsent Masons. He is a construction advisory and disputes resolution specialist, advising on infrastructure and energy projects globally. He has advised on and acted in disputes across a wide range of infrastructure projects locally and internationally, including offshore windfarms, coal fired power stations, petrochemical refineries, process plants, rail lines and stations, tunnel boring projects, airport terminals and residential developments. His experience includes the resolution of costs and time claims arising from variations, unforeseen physical conditions, acceleration and prolongation of works, defects, non-compliance with contractual specifications and the termination of contracts. Yong Neng regularly acts in international commercial arbitrations and proceedings in the Singapore Supreme Court. He has also successfully represented clients as counsel and advocate in adjudications under the Singapore Security of Payments Act. He currently serves on the Council of the Society of Construction law Singapore.

TERMS AND CONDITIONS

By completing the online registration form, Event registrants confirm their acceptance of the following Terms and Conditions:

  1. Places at the Event are limited and will be allocated by the Organiser at its discretion based on various criteria and in order of priority upon receipt of registration and all payments due.
  2. The Organiser reserves the right to update or amend the details of the programme and/or the speakers without prior notice.
  3. The Organiser reserves the right to refuse to register or admit any participant, and to cancel or postpone the Event.
  4. No refunds will be made for cancellations or no-shows by registrants. However, a confirmed registrant who has paid the registration fees but does not turn up for the Event will be entitled to a set of the materials provided, if any.
  5. If any registrant is unable to attend the Event, an equivalent substitute may attend instead at no extra charge, provided that at least 3 days prior written notice is given to the Organiser. All such requests will be considered at the Organiser’s discretion and subject to any applicable top-up in fees.
  6. Holding of any in-person Event may be subject to the approval of any relevant government authorities for public health or other reasons.
  7. In-person attendees at the Event must abide by any relevant public health or other measures imposed by the Government, the Event venue and the Organiser.
  8. The Organiser encourages any registrant displaying any COVID-19 symptoms to perform self-testing. Any registrant who tests positive is encouraged not to attend the Event and inform to the Organiser accordingly.
  9. As of 10 October 2022, the Vaccinated Differentiation Safe Management Measures (VDS) have been fully lifted in Singapore and the Organiser will no longer be requesting verification of COVID-19 vaccination status for entry to the Event. However, in the lead-up to the Event, the Organiser will monitor the situation closely and be in touch again should there be further changes to the prevailing national guidelines.
  10. Mask wearing is optional at all times during the Event. Please practice good personal hygiene, including frequent washing of hands and use of hand sanitisers.
  11. Event registrants confirm that all details submitted in the Event registration form are true and accurate.
