Mega-construction projects face challenges on several fronts – worsening labour crunch, more complex projects, heightened supply chain disruption risks, and increasingly multi-sourced project financing. Many aspects of these challenges can be mitigated by transforming the construction procurement approach.
The economic case is compelling – the more complex the project, the more difficult it is to deliver value through traditional contracting forms. Option Module E in the PSSCOC 2020, incorporating the SIDP 2018, has pushed collaborative contracting to the forefront as the best approach to deal with complexity. The case for collaborative contracting is now being extended beyond the construction industry with the introduction of INTEGRAF, a more generic adaptation of the SIDP, which can be applied across a broad range of relational contracts other than construction contracts – joint ventures, mergers and acquisitions, facilities management and software development contracts.
This presentation examines the principles underlying INTEGRAF as distilled from recorded case studies and how they are intended to be applied in the Singapore context.

About the Speaker
Mr. Chow Kok Fong PBM - Chartered Arbitrator

Chow Kok Fong, PBM is a Chartered Arbitrator. He was previously CEO of Changi Airports International and the Construction Industry Development Board (a government body) and has held appointments as Chairman and Managing Director with a number of major construction and real estate companies. He chaired a Ministry of Law Working Group drafting the Singapore Infrastructure Dispute Protocol published in 2018 and has served as a member of the Singapore Government Ministry of Finance Development Projects Advisory Panel since 2012. He was referred to by the Singapore Chief Justice as “the doyen of Singapore construction law” while a Malaysian Federal Court Judge described him as “the scholar of our lifetime”. His 21 books on the subject have been extensively cited by the Courts in Singapore, Malaysia as well as arbitrators, adjudicators and academic writers on construction law.

Mr. Lee Chau Ee - Immediate Past Chairman, Society of Construction Law (Singapore)

Chau Ee is a past chair of SCL Singapore. He has specialised as a construction, energy and infrastructure lawyer for more than 25 years. During this time, he has lived and worked in London, Dubai and Beijing, besides Singapore. He has been permanently based in Singapore since late 2019. He continues to act for parties up and down the supply chain from conception through completion of a project life cycle, providing an unique offering of “cradle-to-grave” project life-cycle advice including dispute management (risk mitigation, dispute avoidance, appropriate dispute resolution encompassing international arbitration, DAB/DRBs and mediations), with a primary focus on the energy and infrastructure (including offshore and marine) sectors. Besides a law degree, he holds an MSc Construction Management (Project Management).

TERMS AND CONDITIONS
By completing the online registration form, Event registrants confirm their acceptance of the following Terms and Conditions:
- Places at the Event are limited and will be allocated by the Organiser at its discretion based on various criteria and in order of priority upon receipt of registration and all payments due.
- The Organiser reserves the right to update or amend the details of the programme and/or the speakers without prior notice.
- The Organiser reserves the right to refuse to register or admit any participant, and to cancel or postpone the Event.
- No refunds will be made for cancellations or no-shows by registrants. However, a confirmed registrant who has paid the registration fees but does not turn up for the Event will be entitled to a set of the materials provided, if any.
- If any registrant is unable to attend the Event, an equivalent substitute may attend instead at no extra charge, provided that at least 3 days prior written notice is given to the Organiser. All such requests will be considered at the Organiser’s discretion and subject to any applicable top-up in fees.
- Holding of any in-person Event may be subject to the approval of any relevant government authorities for public health or other reasons.
- In-person attendees at the Event must abide by any relevant public health or other measures imposed by the Government, the Event venue and the Organiser.
- The Organiser encourages any registrant displaying any COVID-19 symptoms to perform self-testing. Any registrant who tests positive is encouraged not to attend the Event and inform to the Organiser accordingly.
- As of 10 October 2022, the Vaccinated Differentiation Safe Management Measures (VDS) have been fully lifted in Singapore and the Organiser will no longer be requesting verification of COVID-19 vaccination status for entry to the Event. However, in the lead-up to the Event, the Organiser will monitor the situation closely and be in touch again should there be further changes to the prevailing national guidelines.
- Mask wearing is optional at all times during the Event. Please practice good personal hygiene, including frequent washing of hands and use of hand sanitisers.
- Event registrants confirm that all details submitted in the Event registration form are true and accurate.
