Project consultants are often juggling and walking a tight rope when designing employer requirements, specifications, tender information and overseeing the development and delivery of construction projects. In many instances, they serve statutory functions as QP, whilst acting as the employer’s agent and putting on yet another cap as independent certifier. With so many competing aspects of their role, how do project consultants manage it all? We discuss these issues with a learned panel formed by an experienced construction arbitrator, a practicing architect and construction disputes lawyer.

About the Speakers
Ar. Catherine Loke – Partner, Lander Loke Architects
|
Catherine Loke is a Partner in Lander Loke Architects and Founding President of The Circle for Human Sustainability. She is also a Member of the Board of Architects Singapore. Catherine teaches architectural practice at NUS and Sustainability & Systems Thinking at Temasek Polytechnic. She is also a Certified Permaculture Designer and regularly hosts students, local groups and foreign visitors at urban farms. With her wide-ranging interests and experience, Catherine is known for her thought-provoking talks on subjects ranging from architecture, building contracts and BIM to sustainability, permaculture and economics. In the dispute resolution arena, she has served as expert witness in adjudication, arbitration, neutral evaluation and litigation, on disputes over payment, defects, delays, boundary encroachment and compliance with regulatory requirements. In recognition of her contribution to the industry, she was awarded the Women of the Built Environment Award at the RICS Awards 2020 Southeast Asia. |

Johnny obtained his first degree in Architecture from the University of Western Australia under the Colombo Plan Scholarship. He was a founding partner of LT&T Architects where he practised for almost 30 years. Johnny now practises as an independent arbitrator. He is a Past President of the Singapore Institute of Arbitrators (SIArb), having served two terms as President from 2007 to 2011. Johnny is on the panel of several arbitration centres including SIAC, AIAC, HKIAC, DIAC, SCIA, LCIA, KCAB, JCAA, PIAC, NCAC, Russian Arbitration Centre and IIAM. He is a member of the Advisory Council to the National Commercial Arbitration Centre, Cambodia (NCAC). An accredited mediator with SIMI, Johnny is a Principal Mediator with several mediation centres including the SMC, CCPIT/CCOIC Mediation Centre, MHJMC, JIMC (Kyoto), IDDRMI, and SCMC. Johnny is an accredited adjudicator with the SMC, and sits on the SMC’s Construction Adjudicator Accreditation Committee (CAAC) and the Singapore Infrastructure Dispute Protocol Advisory Committee. Johnny has held various positions in the Singapore Institute of Architects (SIA) and served as its Vice-President from 1998 to 2000. Johnny has been appointed as arbitrator in both institutional and ad hoc arbitration cases. He has also been appointed as adjudicator as well as review adjudicator in several adjudication applications. |

REGISTRATION, REFUND & CANCELLATION POLICY
By completing the online registration form, Event registrants confirm their acceptance of the following Terms and Conditions:
- Places at the Event are limited and will be allocated by the Organiser at its discretion based on various criteria and in order of priority upon receipt of registration and all payments due.
- The Organiser reserves the right to update or amend the details of the programme and/or the speakers without prior notice.
- The Organiser reserves the right to refuse to register or admit any participant, and to cancel or postpone the Event.
- No refunds will be made for cancellations or no-shows by registrants. However, a confirmed registrant who has paid the registration fees but does not turn up for the Event will be entitled to a set of the materials provided, if any.
- If any registrant is unable to attend the Event, an equivalent substitute may attend instead at no extra charge, provided that at least 3 days prior written notice is given to the Organiser. All such requests will be considered at the Organiser’s discretion and subject to any applicable top-up in fees.
- Holding of any in-person Event may be subject to the approval of any relevant government authorities for public health or other reasons.
- In-person attendees at the Event must abide by any relevant public health or other measures imposed by the Government, the Event venue and the Organiser.
- The Organiser encourages any registrant displaying any COVID-19 symptoms to perform self-testing. Any registrant who tests positive is encouraged not to attend the Event and inform to the Organiser accordingly.
- As of 10 October 2022, the Vaccinated Differentiation Safe Management Measures (VDS) have been fully lifted in Singapore and the Organiser will no longer be requesting verification of COVID-19 vaccination status for entry to the Event. However, in the lead-up to the Event, the Organiser will monitor the situation closely and be in touch again should there be further changes to the prevailing national guidelines.
- Mask wearing is optional at all times during the Event. Please practice good personal hygiene, including frequent washing of hands and use of hand sanitisers.
- Event registrants confirm that all details submitted in the Event registration form are true and accurate.
