About the Speakers:
Mr. Zaheer Minhas – Partner, Accuracy
Zaheer is a Partner in the Accuracy Singapore office, leading the Infrastructure Advisory business in Asia. Zaheer has over 20 years of professional experience in the Advisory space, working on projects from feasibility / business planning, strategy analysis stage onto the bidding and procurement stage. He also assist clients in the operational phases of Infrastructure projects, undertaking project reviews/audits when construction projects get delayed with cost over runs and also assisting clients in operationalizing their payment mechanisms. He has assisted both Public and Private clients in Asia and Europe. Prior to joining Accuracy, Zaheer work in the Infrastructure Project Advisory team at PwC;He was a Systems Engineer with LTA working on current and all future transport proposals for Singapore; and Graduate RF Engineer with ERA Technologies UK, where he worked in R&D in relation to RF circuit design (in clean room environment) antenna designs etc. |
Mr. Toh Chen Han – Partner, Pinsent Masons MPillay LLP
Toh Chen Han focuses on the resolution of construction, engineering and commercial disputes. He is a Past Chair of the Society of Construction Law (Singapore), and a Fellow and Council Member the Singapore Institute of Arbitrators. Chen Han acts as Counsel in international arbitrations, and in proceedings in Singapore's High Court and Court of Appeal. He has acted on major infrastructure projects such as the construction of power plants in Borneo, Pakistan, the Philippines and South Africa, international airports in India and Vietnam, the Red Line Commuter Train Project in Thailand, an iron-ore processing plant in Russia, and numerous large-scale projects in Singapore including the iconic Marine One development, Changi Airport, Sports Hub, Tuas Desalination Plant 3, Deep Tunnel Sewerage System Phase II, Lower Seletar Water Works, Changi Water Reclamation Plant Phase 2, Biopolis, Fusionopolis, Kallang-Paya Lebar Expressway, the Thomson, Eastern Region, and Jurong Region mass rapid transit lines. |
Mr. Adrian Wong - Head of Projects, Herbert Smith Freehills Prolegis Formal Law Alliance; Director, Prolegis LLC; Secretary, Society of Construction Law (Singapore)
Adrian is a seasoned energy and infrastructure lawyer. A Director at Prolegis LLC and Head of Projects for the Herbert Smith Freehills Prolegis Formal Law Alliance, Adrian is qualified in both English and Singapore law.
He has provided comprehensive and integrated advice on all aspects of energy and infrastructure project development as well as advice in relation to acquisitions and disposals. These include advising equity sponsors investing into projects, government authorities granting project concessions; lenders providing project financing (and other forms of financing) to projects, EPC contractors, feedstock and utilities suppliers and potential offtakers and O&M service providers. Adrian has had practical experience across Asia, having worked for clients on projects in Singapore, Indonesia, Vietnam, Malaysia, Thailand, Sri Lanka and Mongolia. |

Ms. Moon Kua – Associate Director, Driver Trett; Chair, Society of Construction Law (Singapore)
Moon is a qualified quantity surveyor with over 20 years of professional experience in the construction industry. She has gained sector experience across rail, integrated resorts, commercial and residential buildings, healthcare and power generation projects. She is actively involved in both live projects and dispute resolution throughout her career. Moon has managed commercial teams on large-scale projects. She is experienced in preparing and defending substantial claims on different issues and advises on contract and commercial issues on live projects. She provides expert support in all dispute forums and has been instructed as an expert witness on quantity surveying matters. Moon is a Fellow of both the Singapore Institute of Arbitrators and the Chartered Institute of Arbitrators. |
