Immediate Past Chairperson’s Message - September 2024
Dear fellow SCL (Singapore) members,
Following the conclusion of our recent Annual General Meeting (AGM) held on 29 August 2024, I am pleased to invite you to join me in welcoming the new Council for 2024-2026, now helmed by Trevor Lam!
I wish to record my thanks and appreciation to the outgoing Council Members for their invaluable contributions to the Society: Andrei Soltan, Alexis Chan, Sam Widdowson and Lee Chau Ee, who has served on the Council in various capacities including as our past Chair.
What is encouraging is that we have more people stepping forward to serve on committees. This ensures that SCL (Singapore) will continue to flourish with new energy and fresh ideas.
So much has happened in the last 2 years. I will take this opportunity to take stock.
One of our objectives was to ensure that the Society keeps its bow pointed in the right direction with respect to its objectives stated in the constitution and maintaining its relevance in the built-environment. The Strategic Leadership and Professional Development Committees have increasingly assumed a leading role in advancing education on construction law and practice. We are also honoured to be invited by the Singapore judiciary to be represented on the Supreme Court of Singapore User’s Committee for Building and Construction Matters and Singapore Institute of Commercial Court (SICC) Users’ Council.
On Thought Leadership, the SCL (Singapore) draft protocols for the use of experts’ joint statements in construction arbitration has taken shape and will be unveiled and discussed at the upcoming Annual Conference on 2 October 2024.
In line with our objective to strengthen our bonds with our reciprocal partners and foster synergy with our colleagues in the construction space, we have recently signed a Memorandum of Understanding with Association...

Announcement(s)
1 Month To Go to the SCL Singapore Annual Conference 2024! Secure Your Place at One of the Leading Events in the Construction Law Calendar in Singapore Today!
ABOUT THIS CONFERENCE
Singapore’s judiciary and legal system continues to be recognised internationally as among the best in the world, and No.1 Overall in East Asia on the WJP Rule of Law Index for 2023. Singapore’s popularity as an international dispute resolution hub is continuing to grow, in amongst a global and regional landscape that is riddled with geopolitical instability. However, in order to maintain its leading position in the global legal rankings, it is important that Singapore’s construction law industry addresses issues that it currently faces and continues to advance and progress. The Society of Construction Law (Singapore) Annual Conference for 2024 will re-focus on the construction industry in Singapore and explore a range of topics and issues that are affecting us today. Join us as we navigate through these issues and gain an insight from industry leading law practitioners and experts. We are privileged to have Mr. Alex Wong Li Kok, Judicial Commissioner of the Supreme Court of Singapore and a former Chairman of SCL (Singapore), grace our Conference as our Guest of Honour and deliver the Keynote Address.

Be nice to each other, NEC4 and a critical look at the idea of collaboration
As Singapore's construction industry strives for greater efficiency and cohesion, the introduction of NEC4 (New Engineering Contract 4th Edition) represents a significant step in the Building and Construction Authority’s (BCA) efforts to promote collaborative contracting within the sector. On paper, it promises a utopia of collaboration, transparency, and proactive problem solving. However, is NEC4 really the silver bullet we’ve been waiting for, or are we simply buying into yet another well-marketed...
